The Costly Implications of Delaying a Move to Windows 11
With the support for Microsoft’s Windows 10 operating system set to end in October 2025, organisations face an urgent decision – stick with an out-of-date operating system or upgrade to Windows 11.

The Security Risks of Staying on Windows 10
After 14th October 2025, Microsoft will no longer provide security updates, technical assistance, or feature improvements for Windows 10. With the clock already ticking, the implications are substantial, and demand careful consideration for businesses running large ecosystems of mobile workers who rely completely on their device to function in the field.
Security is the most pressing concern for organisations when Windows 10 reaches end-of-life (EOL). Without access to critical updates and patches, devices running Windows 10 will become increasingly vulnerable to cyberthreats, including malware and ransomware. The consequences for those organisations delaying migration to Windows 11 are significant, and range from financial and operational setbacks to devasting security breaches.
We recently interviewed over 200 decision-makers who were undertaking a migration to Windows 11. Over half (58%) were not fully confident in their ability to manage device security without migrating to Windows 11, or investing in Extended Security Updates (ESU) from Microsoft.
For organisations operating in critical industries such as utilities, power, and national infrastructure, the stakes are even higher. A cyberattack could be catastrophic, with widespread power outages, or compromised access to essential resources like water escalating any incidents into a national emergency.
We only need to look at the April 2025 power outage across the Iberian Peninsula, to understand the potential impact of systems within critical national infrastructures going offline. It left large swathes of Spain and Portugal’s population in complete darkness, affecting essential systems such as communication networks, water supplies, and transport systems.
Whilst the cause of the outage remains unclear, it demonstrates the interconnectedness and dependencies of our national systems on robust, secure, and dependable technology.
Compatibility Challenges on the Horizon
Beyond security, organisations will face significant software compatibility issues. As applications stop receiving updates and support for Windows 10, application performance and reliability are likely to deteriorate. In fact, nearly half (47%) of the IT decision-makers we surveyed cited application and software compatibility as their top challenge when undertaking a migration to Windows 11.
Aware of the issues that businesses may face when undertaking Windows 11 migrations at scale, Panasonic TOUGHBOOK provides transition support to its customers to ensure a seamless migration. This includes application testing, and image creation based on their requirements. By taking a proactive approach, businesses can overcome compatibility hurdles, ensuring uninterrupted operations during the transition to Windows 11.
The Great Cost of Doing Nothing
For businesses in heavily regulated industries, continuing to use Windows 10 after EOL introduces compliance risks. Older devices running Windows 10 are prone to performance inefficiencies over time, while productivity will suffer as Microsoft 365 applications also cease receiving updates. Furthermore, incident recovery and business continuity become harder to manage on unsupported operating systems.
Therefore, with the window rapidly closing until Windows 10 reaches EOL, businesses have three primary pathways they can explore:
- Upgrade to Windows 11 with current hardware.
- Remain on Windows 10 and pay for Extended Security Updates (ESU), a per-device subscription that offers limited security patches – albeit with costs device annually for up to three years.
- Invest in new hardware that is fully compatible with Windows 11.
However, the greatest risk lies in doing nothing due to decision paralysis. While this may seem cost-neutral initially, failing to modernise compromises security, increases annual support costs, and leaves organisations vulnerable to financial and operational challenges.
Realise the Benefits of Windows 11
For many businesses – especially those with distributed workforces – the migration timeline may already be uncomfortably short. But the longer they delay, the greater the risk of rushed, costly deployments performed under pressure.
It is important to recognise the significant benefits to be gained by moving to Windows 11. When we asked respondents what benefits they were primarily looking for from Windows 11, just under half (44%) said increased security protection, whilst 36% were looking for increased performance and processing power.
A similar percentage (36%) said they were seeking to take advantage of a future-proofed device ecosystem once the migration was completed while 34% are looking to take advantage of AI features.
No Time Like the Present for Migrating
It is clear that inaction comes at high costs. Transitioning to Windows 11 delivers enhanced security, compliance, and operational excellence for mobile workers in the field, preparing organisations to meet the challenges of tomorrow with confidence.
Failing to upgrade exposes organisations to escalating security vulnerabilities, skyrocketing security costs, intensified regulatory scrutiny, and lagging productivity. These factors collectively make delaying the transition to Windows 11 a risky and unsustainable choice.
The window for action is now. If they haven’t already, organisations need to schedule migration timelines, audit application and hardware compatibility, and plan how a phased approach will allow mobile workers operating at the edge to reap the benefits of Windows 11, without compromising productivity.
This will enable organisations to seamlessly continue operations with minimal interruptions, reduced costs, and ensure long-term security and efficiency. Why risk staying on an insecure, expensive, and increasingly unstable operating system?
