Mobile Command and Control: Creating Resilient Communication Structures with Private 5G Bubbles and Rugged Devices

Whether at major events, security situations, military operations, disaster relief efforts, or temporary industrial projects – modern command and control relies on reliable communication. Emergency responders and security forces must be able to exchange information in real time, update situational awareness, and make rapid decisions. However, precisely where communication is most critical, suitable and sufficient infrastructure is often lacking, or public networks only partially meet the requirements for security and availability.
When Communication Becomes a Critical Resource
Today, in addition to voice, video streams, sensor data, drone images, and digital situational awareness information must also be transmitted. For authorities, security organizations, the military, and operators of critical infrastructure, a standard mobile network connection is therefore often insufficient. What's needed are communication solutions that can be operated independently while simultaneously providing full control over data and access.
Private 5G Networks for Mobile Operations
This is precisely where so-called 5G bubbles, such as those developed by Panasonic in collaboration with partners, come into play. These are mobile, private 5G networks, independent of the public network, that can be set up directly at the deployment site. Operators retain control over access rights, data flows, and network capacities, thus creating a secure communication environment for voice, data, and video.
Situation across Europe
The setup of the system itself is simple and fast. However, the local regulatory framework for private 5G spectrum licenses make it harder to spontaneously set up ad-hoc networks. The regulations differ across Europe. For example, in Germany, local spectrum licenses must be obtained in advance. Thus, private 5G networks are typically deployed for planned operations, exercises, large events or temporary infrastructure projects rather than as ad hoc communication networks.
The United Kingdom follows a more flexible approach through Ofcom's Shared Access Licence framework, which allows organisations to obtain local access to spectrum for private network deployments. France also requires spectrum authorisation but is increasingly focusing on long-term industrial and campus-based private 5G deployments. As a result, the practical deployment model and lead times for private 5G networks can vary from country to country, although advance planning remains an important factor across Europe
Security through controlled access
A key advantage of private 5G networks lies in their high availability and security. All devices that are to communicate within the 5G bubble require specially configured SIM cards or eSIM profiles with cryptographic keys. Only authorized users and systems are granted access to the network. The fundamentally very high security standard of 3GPP, with features such as network and end-device authentication using certificates, ensures secure data transfer in addition to the encryption of signaling and user data.
Robust technology for mobile deployments
The core of this developed mobile 5G bubble is the Panasonic TOUGHBOOK 40 with a Linux operating system. It functions as a mobile 5G core and provides the central intelligence of the network. The TOUGHBOOK 40 supports high-speed 4G and 5G, including standalone and private 5G network communication and management. Together with a 5G antenna, this creates a mobile, independent communication infrastructure for command centers or critical nodes that can be flexibly operated at different locations.
From backpack to mobile command center
Depending on the operational requirements, the system can range from a portable backpack solution to a system with its own power supply, for example, mounted on a trailer. Private 5G networks offer scalable, stable, and low-latency communication with a significantly greater range than Wi-Fi. Controlled access and integrated security mechanisms ensure that sensitive data remains reliably protected.
Diverse Applications for Mobile 5G Networks
Private 5G networks are suitable for mobile command centers, large-scale events, military operations, as well as ports, infrastructure, logistics, and industry. Wherever a secure and high-performance communication infrastructure is needed, private 5G networks provide the foundation for digital command and control and reliable real-time communication.
Applications such as digital situational awareness, mission-critical communications, the analysis of camera and sensor data, and the integration of drones or body cameras can be operated directly at the network edge. AI-based image analysis and predictive maintenance applications can also be processed locally.
Typical application scenarios range from field operations and mobile monitoring of large-scale events to maintenance work in remote regions or infrastructure projects in the rail, energy, and logistics sectors. This ensures that relevant information is available in real time at all times, supporting informed decision-making even under challenging conditions.
Conclusion
Connectivity must be available wherever it's needed. The combination of private 5G networks and rugged TOUGHBOOK devices provides the foundation for this: a flexible and resilient communications infrastructure that can be deployed independently of fixed locations.
