Challenge

Provide Northern Ireland Ambulance Service (NIAS) crews with seamless, reliable access to Ortivus’ MobiMed ePCR electronic patient care record system and connection to the wider HSCNI digital network.

Solution

Access to MobiMed ePCR solution through rugged TOUGHBOOK G2 2-in-1 detachable tablet.

NIAS is responsible for providing emergency medical services and pre-hospital care across Northern Ireland. Operating under the Department of Health, it delivers a range of services to around 1.9 million people, including Emergency and Urgent care response, non-emergency patient transport, and specialist services such as the Hazardous Area Response Team (HART), and Helicopter Emergency Medical Service (HEMS) collaboration. 

NIAS uses the MobiMed electronic patient care record (ePCR) system to create digital patient records during and after responding to an incident. This aligns with the Department of Health’s e-Strategy of: “Connectivity across Northern Ireland, making information available in the right place, at the right time to support the best care, with the right safeguards in place.”

With MobiMed, NIAS crews have the capability to transmit pertinent patient information in real-time such as vital signs, ECGs, and other essential data. This information is available to hospital emergency departments before patient arrival, enabling healthcare professionals to make better-informed decisions for the continuity of patient care.

Tried and Tested Rugged Computing

With the previous mobile solution reaching end-of-life – and due to the intense pace of technological development – NIAS needed a new in-vehicle solution to access the MobiMed solution.

After a thorough multi-vehicle trial, NIAS selected the Panasonic TOUGHBOOK G2 rugged 2-in-1 detachable tablet as its primary hardware platform for running MobiMed ePCR.

Combined with our close recent working relationship with the NIAS team, the implementation of the solution – from both a hardware and software perspective – couldn’t have gone any better. This is absolutely crucial for all aspects of the solution, especially in the post-implementation phase, to run smoothly – it’s a true triad of companies working well together."

The G2 is 4G and GPS-ready and seamlessly connects to rugged in-vehicle routers – installed within each of NIAS’ 175 emergency response vehicles. These feature dual-SIM connectivity that ensures NIAS’ crews always have access to the strongest connection possible – essential to sharing and accessing patient records in real-time. Where connections are not available, data entered to MobiMed ePCR can be saved locally onto the G2 and is shared when internet/Wi-Fi connection is reacquired.

With continuous operation essential, NIAS has opted for the G2’s range of extended life batteries, delivering up to 18.5 hours on a single charge. 

Furthermore, NIAS has selected easy-clean handles with the TOUGHBOOK G2 to assist with easy carrying to and from the ambulance. The handles comply with stringent healthcare regulations such as the Infection Prevention Control (IPC) guidelines, which is an essential requirement for operating in ambulance and hospital environments.

"Popular with users across the blue light sector, the G2 is particularly suited to ambulances and fast-response vehicles, which are inherently very unforgiving and aggressive environments.Its IP65-rated protection against water and dust ingress – and thorough testing to military standards – protects it against drops, vibrations, and extreme weather faced by NIAS’ crews. This allows them to accurately input vital information into the MobiMed solution without any fear of damage or downtime."

G2 User Friendliness Increases Adoption

As with any technology, the solution needed to be intuitive and easy-to-use for NIAS’ first responders. As a rugged 2-in-1 detachable, users can seamlessly switch between touchscreen and keyboard use, with the latter especially important for detailed data entry. 

This was a key consideration during the test phase, featuring 15 emergency response vehicles. With different personas with NIAS – of different ages, with varying levels of technical know-how and expertise – needing to use the TOUGHBOOK G2 at the same time, ease-of-use, is key. With a keyboard required, this had a knock-on effect on the location of the device within the vehicle, and the type of docking solution needed.

The consistent form factor of the TOUGHBOOK G2 is a significant benefit. If multiple iterations of the device are used, it doesn’t need to replace other components, such as docking solutions. This extends the overall lifecycle of the installation, making it increasingly cost-efficient.

Depending on Windows 11 in the Field

With NIAS’ G2 devices running exclusively on Windows 10 and migrating to Windows 11 in 2025, accessibility and customisation of the device has been vastly improved. 

NIAS has also customised the G2’s function buttons to quickly enable the flashlight function, Night Mode (which dims brightness levels) and other shortcuts – all of which can save valuable time when at an incident. The TOUGHBOOK G2’s ease-of-use is also beneficial for patients, who sometimes need to use the device, e.g., when verifying information with signatures.

 

Enhancing Patient Care across Northern Ireland

The MobiMed ePCR and TOUGHBOOK combination has had a significant impact on patient care and operations for NIAS. Since the devices were introduced across NIAS’ fleet of emergency response vehicles, its crews have seamlessly created over 100,000 electronic patient care records. 

Access to patient history, their medical profile and previous ePCRs informs NIAS clinicians of important patient information such as allergies and medication history and contributes to making clinical decisions. This is especially important when saving seconds and minutes can have a profound impact on patient wellbeing and safety.

MobiMed ePCR enables efficient handover records to be shared with hospitals before patient arrival, and with GPs once patients have been discharged. This streamlines the sharing of information needed for the continuity of patient care. It also supports increased transparency, legal compliance, and reduces environmental waste.

Maximising More Data Than Ever

The clinical data within MobiMed is also used to formulate wider clinical plans, which can directly impact the care delivered. This ensures that the data being collected, using Ortivus’ MobiMed ePCR solution through TOUGHBOOK G2 devices, is being used to its fullest extent.

Finally, all records created within MobiMed ePCR feeds into ‘encompass,’ a health and social care programme that includes a digital care record for every citizen in Northern Ireland who receives health and social care. With multiple care providers needing access to data collected by NIAS through MobiMed, this can now be accessed in as a little as one day. 

It enables NIAS to better coordinate with other health services and the wider Health and Social Care system. It also ties into the UK healthcare sector’s ongoing service transformation, allowing for increased benchmarking and sharing of best practice for the delivery of pre-hospital care.
